I didn't he wasn't hands on. And Paypal is how he made his money. Much like amazon, right place, right time, right plan. He's no slouch, but I don't think he's writing quantum physics down on 4 chalkboards. And yes the big risks for big ideas and enough to make it work, even when not cost effective.
