Buying followers was really popular in twitters early days when people thought that getting a blue checkmark had a relation to followers, likes, and retweets.

I wouldn't put too much stock into this. The profile pic was in the 4chan thread from earlier tonight, but that thread is now gone. It's likely just some anon who made the account and bought followers and likes.
