Okay but why use Jae-ryong in this instance if he's North Korean.

Your standard Red Korean doesn't get jack from the internet, so legislation from Red Korea against Facebook/Twitter et al is bull...

Am I missing something here?

The surname is missing, so maybe it's a different Jae-ryong. I'm also wondering if they misspelled the name and it's actually Jae-yong.
