there are already smart phones available that run various other phone OS based on Linux kernel (that are not Google's Android)

Ubuntu Touch is one, but several others

Maybe Gab is basing off of one of those - kind of like how they based a browser off of Brave which in turn was based off the open source code of the Chrome browser (but minus the proprietary Google code, i.e., the intentional spy ware)
