I'm not an expert on the battle of midway and not sure specifically what andy is referring to, but i vaguely recall that the scouts / admiral made a mistake as to the type of American ships / fighters they were encountering and so the admiral outfitted his planes for dive bombing but they realized the mistake too late and tried to outfit their planes for something else and this prevented them from effectively responding to US fighter sorties.
