IMO it's the exposure on the camera making it look like that, maybe coupled with a very dark night. There is a side by side picture floating around in the comments, and if you look closely pretty much all the same lights are on... even the Christmas Tree star is lit. But who knows? It would certainly be alot more interesting if this was the case!

Huh. I just followed the link and the video Is completely black except for a few pixels on the screen.
Are you watching on a phone\low resolution screen? I'm on a large curved monitor. Lights look on to me, just a really dark night.
