I believe the photo was taken after the electoral votes were counted.

This is the context.... After Pence certified the fraud the first guy (closer to Pence) gave Pence a hand shake and after the hand shake Pence look at the coin. The second (behind the first) makes motion signal to Pence to not show it so openly and Pence save it in his pocket. Afte that, Nancy elbowed Pence and Pence elbowed Nancy back.
