Those are still lights though, they still have a working camera and working internet.

Just using a different ISO or shutter speed would explain the difference.

If you go back to the beginning of the video, there's no lighting as the sun goes down. So either lights have been out since before sunset or camera is crappy.

Go to 9:18:50. Look to the left of the street light. You’ll see a long patterned light. Every 18-20 seconds or so flashing a patterned light reflecting off the surroundings.
