If it was a darker night, and the aperture was opened to compensate, the lights would appear significantly brighter and the background moderately brighter. If it was a darker night and the aperture was not opened to compensate, the lights would appear brighter and the background darker. If the aperture was closed for some reason (such as it was a brighter night), then the whole image could look darker.
