Lights are definitely on, being filtered out to black. Some have been shut off completely on the Basilica. I can see vehicles moving (Cops, fire/ambulance). Also another camera shows lights on as of 32 min ago. In that still shot 6 cars visible, at least 4 were Carabinieri.
What you have done is pull a still from the video feed and compare it to an image from a camera made to take photos. Or you have cranked up the exposure afterward using editing software which is why there is so much noise in the photo.
A photo from a camera like a dslr you can adjust ISO you can take a long exposure and have it look very bright. .
Look up the "Photography Exposure Triangle" to understand how it works. .
If you can show me a video feed from a previous day that looks as bright as that, you would be onto something. .
The camera from the live feed won't be able to do that.

Look inside the building definitely lights are off
What you're seeing is normal lighting and then the EMERGENCY lighting.
Lights are off 100% and the low level is completely explainable without thinking it has to do with a power drain or some other shit I read.
