What you have done is pull a still from the video feed and compare it to an image from a camera made to take photos. Or you have cranked up the exposure afterward using editing software which is why there is so much noise in the photo.
A photo from a camera like a dslr you can adjust ISO you can take a long exposure and have it look very bright. .
Look up the "Photography Exposure Triangle" to understand how it works. .
If you can show me a video feed from a previous day that looks as bright as that, you would be onto something. .
The camera from the live feed won't be able to do that.
