Where I'm going with this that how could our system be set up without such a safeguard? If we have it then Trump isn't necessarily up against the clock vs if we don't then he only has a limited amount of time left to make his move.

Not having a standing army? The peole should be the militia. If it's a just war, we will show up. Hell even fdr planned for the military to shrink after ww2. It didn't happen to much $$$$$ to be made.
