If martial law is declared... Are there plans in place to make sure people have access to food, water, medical care, their prescription drugs, ect...?

Bandages and wound care! Have a variety of topicals and sterile dressings. If systemic antibiotics are not available the best you can do is be clean. Infected toes have killed many. Have some epsom salts and disinfectants too.
