No, there is no VPN for cellphone signals. (2G)
Your phone will simply register with several towers in the area, and your number and imei are known. Hence, your device can be triangulated.
Of course there are ways to spoof things and obfuscate things. You might wanne check how sip: works.
If you really want to stop being tracked .... use landline only.
