No blackout. Look at the police car on the left. Its light goes up at the same time as everything else. Software stuff.

But why did the bells ring for 23 minutes after the lights came back on? I was watching the live feed with audio. At 7am Rome time, the bells started. I noted it. They continued to ring until 7:23am (Rome).
