Ive been studying the Vatican feed video for literally hours. It was a camera saturation issue. So my question is what KIND of blackout? The power did NOT go out. The Camera feed DID go dark. But personally I have to wonder, why not just cut the feed completely?

BULLSHIT! I watched the feed last night. Power was out for a long time. Then, just before daylight you see sirens leave, then the power come back right before sun comes up.

Dude and if you saw the Police car in the bottom left corner...when the camera was dark...the light was dark. When the "lights came back on" the police cars lights got 10x brighter. OBVIOUS indicator that It was the camera, not the vatican.

Christmas lights, star on the top of the tree, streetlamps.

They're on.
They grow 10x stronger when the brightness is turned back up in a single frame.

Is a shitty camera + ISO setting probably and rain / clouds on the sky, cause even yesterday night, you could have seen clearly lights coming from INSIDE the vatican, and you can see by yourself the current live https://www.comunicazione.va/it/servizi/live.html
