Now, I wish this was true but there is a large possibility that it was simply camera exposure problem.

If you look at this video then you will see at the bottom left there is a car, it is dark now but after a couple of seconds everything turns back on... Including the car.

If it was truly a blackout, why did the car turn back on too?
