I think you are on to something here. I've been convinced that the Q operation and POTUS take great pains to do everything 100% legally. This does 2 things, it protects the outcome from being undone in a court and it keeps God on their side. So, the SpecOps grabbing the laptops bothered me, didn't seem to fit the rest of the plan. How you laid it out makes more sense.
