To your point #3. I guess so. But, if it's true that "We have everything." then why both with those laptops? You mean, you DIDN'T have everything? You needed MORE things? Or is it because Congress is on some kind of self-contained LAN and so you had to physically get the laptops? But, then you DIDN'T have everything. You needed MORE things. You DON'T know everything...because of a LAN?
