I'm not sure. I am looking for something just to pick up signal if we lose all power so I can know what's going on the best I can. I don't necessarily need to be communicating back, (not a bad idea) but mostly to be aware of what's going on around me as far as possible. Thanks for taking the time. The big players for amateur radio are Icom, Yaesu and Kenwood. They make receivers and transceivers (which require an FCC license to legally transmit on.) Other reputable manufacturers are Grundig, Sony, Hallicrafters. The prices range from small battery powered units from $25 up to the stratosphere. The amateur radio receivers are more pricey but they also afford more coverage. If money were no object, take some of your stimulus money and get an ICom R30 handheld. :) (that's about $600.) If you want to buy used and save cash, check out eBay.

Being an amateur radio operator, I don't generally see that stuff in the stores but I'm not looking for it either. It's hard to find that kind of gear at retail. There are ham radio stores but they are few and far between. The nearest outlet to me is Ham Radio Outlet in Delaware. You might call Best Buy or something and see but IMHO you'd be better served finding something that interests you on eBay and just clicking Buy It Now. Not sure exactly what checks the boxes on your checklist so I can't help you more than that.
There some pretty good hand helds. I wish I could remember brands. The ham radio boards have suggestions. If you search for them should be easy to find. I've found them before...

Are you trying for two way communications, a "transceiver?" Or receive only?
