Pence, by himself, cannot remove Trump. Majority of the Cabinet has to say Yes. But Pence, yes, as VP, must be the one to initiate the proceedings in such a case. A number of different ways to see reasons for Pence saying No, but for now assuming Pence has played a role for our side, willfully or not.
I heard (and cannot even recall source) that Pelosi called him, was put on hold for 25 mins (heh) and then told that the vice president is NOT taking her calls.
