I think this is of no consequence. On the surface, everyone believes the transition is happening. That is how it must be. What changes? It’s not like Pompeo or Trump said this.

But notice that it doesn’t specifically say it’s to the Biden administration. They say they are working WITH the Biden administration, but it doesn’t say that the transition is TO the Biden administration. It’s a subtle yet important difference.
