This so much; legalese is everything.

That and even if it did say "transition to the Biden administration" it'd be equally meaningless for the same reasons.

What's more, there is no obligation for them to tell the truth anyway. They can say "Biden will be president, we're going to transition smoothly to him" and just do the exact opposite; if the plan is real and it's military we're talking about, who exactly would, or even could, stop them?
