Can’t say it’s specifically for the IA, but that’s a possibility. I think the second half of your comment is correct though. A message from the Joint Chiefs to all service members, especially on the topic of following orders and chain of command, is highly irregular, at least IMO.

AGREED! I just don’t want to speculate too hard just from that tweet. I can imagine a few scenarios that the message from JCoS could apply too.
