I keep seeing it mentioned on here and I'm led to long winded articles that are still leaving me confused. Can anyone give me the cliffnotes?

I've been clicking through this site for a few days and found this today, https://www.cultstate.com/2019/08/21/qanonexe/ what are the thoughts on this site and where did this guy go? There are some posts on the site's twitter from Dec/Jan but nothing recent on the site itself.
