Look at the url string. It goes from NAVADMINS, to Message, then finally to "Article". Possibly an internal message questioning the authenticity of the news articles? Makes sense to me that a copy of the document would be on the Navy server if it's linked in the authentication request to chain of command.
I usually creep here and have never posted. That being said, I've seen a few posts in New about the document appearing on a .mil address:
