Why would you import a tank from GA when you can use local garbage and salt trucks? Hell, this is DC. I'm sure they've got plenty of their own tanks there.

Most likely it's just normal moving and storage. However they're probably knocking the dust off them right now just in case somebody decides to show up at the border.
