Myself, I would implement a system where the people are the government and get to vote on every policy. Using whatever blockchain super computers to make sure votes weren't screwed with. Wouldn't matter about people I supposedly think are lower in thought as they aren't. We're all equals, just smart at different things based on our interests . In the end, the right answer would be the average and be best anyway. There's a term for it but I don't remember it.

In flocks of birds, it's called a maneuver wave and the flocks decides where to go together. You don't see them crashing into buildings.
