Should it be signed tonight, it makes all the more sense for 1/13 (tomorrow) popping off. Plus it ONLY makes more sense as to why troops are gearing up in DC right now (Presumably the first area to make large scale arrests of DS).

D.C. National Guard only takes orders from the President of the U.S.. Also if there are Military Tribunals then they need a heavy Military presence there too.
