I think you're missing the point. What are the chances he would tweet that exact acronym? Then not take it back, not change it, just kind of laugh it off?
If I've learned 1 thing from following q, things are in place long before we are ever aware of it. Way too many coincidences. On the same note, remember just because they are genius concerning some of these "coincidences", they're not clear from being a larp yet.
Theyve pulled off some flat out amazing mind fucks with the proofs, but I haven't seen any real action or arrests yet. ..just mindblowing coincidences that can't all be coincidence.

The acronym was made after the fact, to mock him. It's insane that people are unable to see this.
He made a typo in a tweet ("covfefe" in place of "coverage") and then after all the mocking, unrelated politicians -- all democrats -- came up with the abbreviation name (C.O.V.F.E.F.E.) as reference.
And their mock bill didn't even pass, of course, because it was just for mocking him.
And now OP thinks they're a genius for noticing a bill with the name covfefe as acronym. The same bill that was made to ridicule him. This is ridiculous.
Apparently the person that introduced the bill named it Covfefe because of Trumps tweet though. So we have a chicken and the egg scenario. Either way good of Trump to draw attention to it
False alarm. I'm pretty sure the COVFEFE Act was after his tweet

The Covfefe act was introduced in June and the tweet was in May of 2017. So the tweet was a month prior to the acts introduction to the House.
Edit: here is a story about it with the time stamp: https://www.npr.org/sections/thetwo-way/2017/05/31/530861002/trump-asks-who-can-figure-out-covfefe-and-the-internets-hands-shoot-up
