What is going on with "Incoming Call" followed by nothing?

Okay, I am at my wits end with "incoming call" - a short ring - followed by a little longer ring - and then nothing. There is never anyone on the other end. This has been going on for 3 weeks. It is a land line phone. I searched DDG and can find nothing. What is going on?
