Only possible way Q is a psyop would be if Gen. Flynn is also in on it.

Again, on the cynical side, that COULD be explained too as a Judas's goat. By definition, his "life was spared." I could write about this particular possibility, but I'd rather just wait 7-8 more days and see if things actually pan out. We'll find out soon enough.
