I am not very familiar with all the Q posts. Are there any mentions of FEMA? The BardsFM podcast made a compelling argument yesterday; That FEMA is and has been in control. https://www.youtube.com/watch?v=pJurFxJR4IE&t=985s

I reckon FEMA was A plan. I think there are many avenues and they'll take the best one at the time. You don't set up an operation with only one path to success, you set up as many overlapping plans as possible so you have redundant protection against failure and can be agile.
