Of course it's bullshit. Snowden was a character fabricated for the narrative. There's even a damn Netflix movie about him. The NSA is a tool that is being used to bring down the corrupt systems intertwined into all forms of government.

The story I heard was that the CIA wanted to be the owner of all the information about everyone and they did not want the NSA to have it. So they found Edward(?) Snowden, assigned him to an agency that the government uses to recruit contractors.
Snowden was subsequently hired by the NSA and he exposed their secrets. The CIA were hoping that the government would decide the NSA could not be relied upon so their mission would be transferred to the CIA and the NSA would be shutdown.
That failure made it unsafe for Snowden to remain in the US because the NSA were after him and the CIA had a loose end that needed tying off.
