I know the main assumption has been that Trump is going to do it, but if Pompeo becomes acting president, wouldn't he be the one to do it?

I’ve heard the theory before that Pompeo could possibly become acting president.

Biden / Kamala / Pelosi / Grassley get arrested. Pompeo is next in line and becomes acting president. Military tribunals begin! Then he passes pres status to Trump once that's all done?
