From their point of view, they are basically saying, we will follow the orders of the President, and the next current slated is Joe Biden.
This document is to ease the minds of the DS. This document has double meaning. They are simply a tool that will be used by the President.

I get that. But any time I had to do formal paperwork while I was in it always required a date. Plus why sign in blue ink? (Just thinking about it) Is it not a golden rule to not sign things in blue ink? I could be wrong, just something to think about.
