Possibly Pence was a safety net. Impossible to know since we dont know if pence is friend or Foe. But there are 2 things we can say for certain:
They knew impeachment was a real possibility, and so they must have had a plan for it.
Impeachment could not have been an integral part of any plan, since there is no way to guarantee that the president gets impeached.
