Haven’t heard that exactly. Trump admin is very careful with their words so I’d like to see the source to that specific wordage you noted.

Regardless, Q has always been in the military’s hands and Trump was always a cog in the wheel.

The question is whether Q is a figure of our imagination, which seems hard to doubt.

Game theory is real, and who can’t say, with a straight face, that Q has or hasn’t been successful at this very moment?
