Just that under no circumstance would it be appropriate to say anything else besides that. What should he say? lets see:

"There will be a non-peaceful transition of power" - probably not a good one

"There will be no new administration" - not bad, but still probably not a great thing to say right now

"Under no circumstances will Joe Biden become President" - I like this one but I dont see it going over will with most people.
