19 WHY DOES AN EXEC ORDER REQUIRE ACTIVATION? We have been in “emergency state” the entire time EO 13848 has existed, correct? So wouldn’t it just need to be implemented? Correct. An EO may have language in it that requires some steps he taken to "activate it" for implementation, but that wouldn't necessarily be public. I don't think that EO had any such language. It's simply implemented.
