They needed to be able to declare a state of emergency. FEMA has god-like powers during an emergency. That is why there are 25,000 troops in DC right now.

As an added bonus, they infiltrated the pantifa groups that were let into the capital and recovered laptops authorized by FISA warrants.

Also, they don't have to worry about "optics" for soccer moms at this point. Once information starts getting declassified, none of that will matter anymore.
