She can ask all she wants. She's a mayor.

She's not a governor.

While President Trump called them to DC, the Pentagon controls National Guard on federal land in DC.

HOWEVER.

National Guard Bureau Chief General Daniel R. Hokanson--an experienced combat veteran--is on the ground personally commanding them.
