Doesn't FEMA supercede the govs control of NGs during SOE?

FEMA is currently activated in the SOE. FEMA is run by a patriot (for as far as we know) who also is also currently acting director of DHS. Not that it matters much if the above is true, but can FEMA ever transfer direct control? Might actually be better for smoothing out the shock if they didn't. Of course FEMA doesn't have the best trust with many people either.
