Is this special counsel anything like the special counsel on voter fraud or big tech?

What makes you think congress will investigate itself, is that even possible/legal?

This is the same congress that impeached Trump yesterday.

Special counsels are a waste of time, just fucking arrest them if you have the evidence.

A special counsel isn't appointed by the congress, they are appointed by the DOJ.
