Do we know or have anyway of knowing who called for all these troops in DC? Is it more than the national guard?

President Trump did. He is the only one with the authorization to call in the National Guard for DC.

I believe DC Mayor asked for 800 unarmed NG soldiers to back up Police

DS sends 15,000 armed soldiers.
