It's like, at this point if something else isn't going on then this is such a huge waste of resources

I don't think police forces, by themselves, would be enough. In the BLM/ANTIFA riots they were straight-up outnumbered and got overwhelmed. 25k troops is a literal invasion force and would be more than enough to beat back unorganized protestors.
