the pentagons actual role isn't what most people think. there are units outside the purview of the Pentagon... plus, special task forces are Beyond the pentagon.. I would have to think the q group is beyond the pentagon seeing as they are the watchdogs of the nsa... but thru organization and hierarchy its a matter of having the info but no means of doing anything about it.

the pentagon is like the foyer of the intel community.
