Okay, I’ve been behind the Q group a while, but I really went down the rabbit hole recently...what is the theory behind the black outs? Is it states, the whole country? Or is blackout an expression for something else? Why would something like this happen if it did? I need other opinions.

Interesting, so not power failure but he means something different by "should the lights go out". In a specific place? A specific set of lights and lights only? Or something else more metaphorical?
