I’ve been in physical security for 20 years; the “razor wire braces” are called “outriggers” and are set at 45 degree angles typically on the outside of your perimeter fence of whatever facility you want to protect, which you then install barbed wire or concertina wire, also called “razor wire”. For prisons, you’ll see razor wire on the inside and the outside, no body gets in or out easily. They can do one loop on each side or two loops on each side and a third on top if they are really serious. A word on the fencing they installed: it’s a special steel fencing which has been stamped and cut, has very small holes which are hard to get your fingers through and the fencing usually doesn’t have a rubber coating. If you try to put your fingers in the holes you’ll most likely slice your fingers.
