Or do you think they’re victims?

yes.
At this point? yes. If a person is immersed in celebrity worship, political correctness, going along with the crowd, not paying attention to what is going on around them, and keeping their head firmly planted in the sand.... I do blame them for not seeking the truth. They are partly to blame for the mess we have been in.
They are victims, yes, like we all are, but that doesn't take away their responsibility. The rest of us have had to bear a lot of darkness for a long time, decades for some of us, while others have this attitude of "oh, I don't really care about all of that, I just like to stay in my own little happy world.... hey who's on Ellen this week?!" When they are awakened, it's going to be a shock to their system. It is NOT going to be fun for them. That is the "penalty" they'll have to pay. We, on the other hand, are already prepared. It will not harm us, we already KNOW.
Does that mean we don't have compassion for them? No. We should absolutely have compassion for them. But to be honest, in the beginning, it will be the kind of compassion you have for someone when they are being "rewarded" for their bad choices in life. It's still compassion. And we are all in this together. We don't say "I told you so!" We're just there for them when their world starts to re-shape itself. They are victims along with the rest of us, like someone else said.
We're here to help those who have been asleep for way too long. We're here to help them find their way in the darkness.
just my 2 cents.
